How enable client's DNS management?

From documentation at http://docs.whmcs.com/Domains_Management:

Clients also receive full access to the management tools from the client area

Like you, they have access to view and change the current nameservers, change the lock status of their domain*, change the auto renewal setting, view/edit WHOIS information, manage the dns records*, configure email forwarding*, register nameservers*, request the epp code* and order a renewal for their domain (*if supported by the registrar)

Is there a setting that inhibits this? When I login as client I don't see this anywhere.

A plug is never a very useful answer. How much do they pay you for that?

Well when I look in the open sourced module they gave me I see the DNS management functions available and all to change contact details. This can be used by the administrative user of WHMCS, but the client cannot use it.

So once more, what is making it impossible for the user to enjoy the same functions as the administrator?
