How do I customize the state/region drop down list

There's a serious flaw in older versions of WHCMS affecting UK addresses.

 

The state/region gives a long list of UK towns - but should be a list of counties.

 

Anyone doubting me to check the sign-up form of paypal.co.uk or Hostgator using a UK address.

 

Can anyone tell me if there is a way within WHCMS to make the changes or is there a file I could modify?

I don't know if its still relevant, but the whole drop-down country list thing was visited a while ago.

 

If the file is still the same, its easy enough to edit yourself.
