There is an article in the knowledgebase relating to this error and what causes it in the troubleshooting section. It's a firewall related issue. Check the KB for more info.

ok i checked that out my port 2086 is open, or i wouldn't have been able to do it before. this happen recently since i updated my version of Cpanel. Please anymore advice.

Some more info if i want to create an account in WHMCS i get this error.

Server Command Error

Account Creation Failed: Socket Connection Failed (Unable to find the socket transport "ssl" - did you forget to enable it when you configured PHP?)

Also i turned off the firewall completely to make sure, same problem didn't work.
