problem in language

hello ,,

 

i install WHMCS in local server to test it , and it's work very well but i see 1 problem with me ,

1st : i change language to Arabic with System Charset windows-1256

2sec : the problem when i add replay it's work very well but when edit replay the Charset change automaticly to UTF-8 and change to Symbols and figures as this :

when see this problem i change language to UTF-8 after change it all scripts change to Symbols and Figures not only replay

 

then how can i solve this problem ? cause if this problem in WHMCS i not buy it cause it's not support arabic langauge
