WHMCS Offline Development

I've never used WHMCS as an administrator and I'm currently in the process of creating our web portal. Is it possible to use WHMCS offline (local web server) rather than getting a trial and having only 15 days to develop my website? I'd rather trial the 15 days on a production server.

 

Also I read on the main website that a license can be entered after the trial without having to reinstall - does this include licenses purchased from authorised resellers?

I think it is better to ask WHMCS.COM Sales about this
