header.tpl literal tag

hello guys. i am new to whmcs coding, i have read already the rules and procedure on how to customize the header.tpl but still got same error. i have script that need to run on the header.tpl, with the {literal} tag i still didnt get the right result i am expecting. please little assistance and hints is really big help and appreciate. my codes goes like this:

i have this thought that i might have problem with the directory placement.

my header.tpl is located at templates/newdesign and the script files is located outside the folder of template includes/jscript ....

 

i even try to put the file where the header.tpl is located but still no good.. please help me with this one thanks allot.
