Domain Transfer Action Hooks

This probably seems like a lame question but i cant find it in the documentation so i need to find out.

 

I see that there is an AfterRegistrarTransfer hook point, is there also a Before hook point? it does not say so in the docs and i dont want to be wasting time trying to use that hookpoint of it does not exist yet.

 

Basically i am working on hook set that will perform some checks and activate a package on specific criteria for transfers.
