Subaccount Restrictions

We are working with a marketing agency and would like to create a subaccount of the agency's main account for a client. However, we only want the client to see their own support tickets, not the master account's tickets. It seems currently, the sub-account can see all tickets. Is there a way for a sub-account to only open and see their own tickets (and let the master account see the sub-account tickets, but not vice-versa)?
