Review Orders before payment capture

Hi everyone,

 

I would like to know if it is possible to halt payment captures until a manual order review (to counter fraud)?

 

like if the customer purchases a hosting package, and pays via PayPal, I would like to activate the hosting package, but not capturing the payment until I have made a manual review of the order.
