We are wanting to put some text in the client area for only clients are able to see it but when we place it in the footer of course it also shows on the order form. Any ideas ?

Only customers that are logged in will be able to see it.

You can edit more than just the header and footer, theres a template for almost every page. But what wiredremix said should work fine.
