Display all attachments in ticket?

I'm trying to find a way to display all attachments from a ticket at the top of the ticket in the client area, and only the attachments from an admin. After looking at the viewticket.tpl I was thinking of something like this:

but I'm not sure about the second part and how to display all attachments, any ideas?
