Is there a way to bill by website on a credit system?

Is this too much to ask for? I see no replies here so I am thinking this is not being taken seriously. Can anyone please respond to this request? I just want to know if it can be or has been done. Thanks -

I would like to setup a plan that has a minimum payment to be applied to an account as a credit and have the billing subtract for each website the client has each month and not allow any other products to use the credits. Does anyone know if this has been done or can be done? Thanks EOS
