actionhook.php does not run after upgrade, can anyone tell me what happened, do I need to do some settings?

some one buy the windows space, when admin accept the order at the backend, it shows "Account Creation Failed: 1006 - Permission denied.", the config of windows server is right, I don't know why , please advise, thanks.
