we got the same issue after we upgrade from 6.3.2 to 7.1.2

I know in templates/orderforms/xx/theme.yaml I can use config:parent:six to enroll default templates if its not exist in xx. But for templates/xx/theme.yaml, can it work too? I tried but not work. can't find related docs. Thanks for help.
