Your best option would be to do this outside WHMCS, probably with a spam filtering service that can replace links or deactivate them entirely for new incoming emails to your WHMCS installation.

No option from within WHMCS that I can see anyways unfortunately. Spam filter before it hits WHMCS would be a good idea though.
