User Management for non owner user

Is it possible for a user on an account, that is not the owner, to have rights to the "User Management" page?

Contacts and Users are different all together.

To answer SeanP's question, I don't believe so. Only the user that is delegated as the account owner can access that page, otherwise all users would be able to change their permissions which wouldn't be ideal.

'View & Manage Contacts' is  a User permission setting. It's not available to all users and must be set per user. That's the whole idea of permissions.

The 'View & Manage Contacts' permission does just that.  It lets a user view and manage the contacts, not the users.  It does look like only the owner has access to User Management.

Would love to be able to delegate the management of User Permissions to other Users.
