You need to ensure that your server can establish a cURL connection to the exchange rate endpoint at https://www.ecb.europa.eu/stats/eurofxref/eurofxref-daily.xml:

Additionally, version 7.4 reached End of Life in November 2018, so I would recommend updating to a current version: https://docs.whmcs.com/Updating
